Cannot open SR without internet connection?

Correction: I have found that 2 of my licenses require an internet connection to run and the 3rd doesn't. The only difference between them is the OS. The SR on the 2x Win 8.1 machines requires the connection whilst the Win 7 machine works fine. I'm not saying that's the problem but it's the only difference I can find.

Can you just not switch off the part that tries to access the website on launch?

This issue also only appears on a Windows 8.1 installation. If I disable internet access on my W7 workstation SR loads fine. There are other issues like SR floating window lagging when dragging it around Max. Changing the SR check ON color for the UI also lags incredibly...
The "don't show again until next update" shows when SR detects an old version, something that also happens on my laptop even though I have the latest one installed.
This is all very annoying...
